Construction of a Rescue Center and Functional Housing for the Paris Fire Brigade and Their Families

To the west of Paris, at the foot of Mont Valérien, the city of Rueil-Malmaison is aligning itself with the ambitions of Greater Paris. In the predominantly residential fabric of single-family homes and small apartment buildings that characterizes the northern part of the municipality, the arrival of the Line 15 metro station presents an opportunity for urban renewal and the creation of a new central hub.

The rescue center project is integrated into this emerging neighborhood, composed of relatively dense blocks and a large pedestrian green corridor — a vibrant public space that prioritizes soft mobility and helps structure the urban landscape.

The steep slope of the site has guided the architectural approach, turning a constraint into a design opportunity. At the corners of the two streets, at the lowest point of the site, the building volumes rise higher, creating a distinctive architectural marker for the rescue center — a visual landmark that signals the entrance to the development zone.

The program, which includes two distinct yet complementary entities — the rescue center and the residential units — forms a compact and cohesive whole.

The training courtyard, located at the lower end of the sloping plot, helps distance the rescue center from nearby residential areas, ensuring both operational efficiency and neighborhood harmony.

Environmental intentions

The rescue center stands out for its strong commitment to environmental quality. The housing units, intended for senior officers of the Paris Fire Brigade (BSPP), are designed with a timber structure, using post-and-beam framing and CLT (cross-laminated timber) floors. The façades are built with timber framing and insulated using bio-sourced straw bales. This project represents a true technical challenge, requiring an ATEx (Technical Experimentation Assessment).

The building complies with NF Habitat HQE standards for the residential units and HQE Sustainable Building standards for the rescue center. Its envelope is carefully designed to minimize heat loss, thanks to enhanced insulation, triple glazing, and individualized air handling units (AHUs) for each apartment.

The project also includes energy recovery from greywater. Additionally, rainwater is collected to supply sanitary facilities and clean emergency vehicles.

The roofs of the residential buildings are equipped with a photovoltaic power station, generating part of the energy consumed on-site.

This project, a reflection of a sustainable approach, achieves carbon level C1 under the E+C- experimental framework.

The volumes that make up the entire project flow harmoniously along Rue des Bons Raisins, forming a clearly defined architectural and environmental unity.
